IRDAI master circulars

Regulation and regulators · Updated 17 October 2026

In short

IRDAI master circulars are single documents that gather all of IRDAI's detailed instructions on one subject, such as health insurance or policyholder protection, under a principle-based regulation.

Also called: master circular, IRDAI master circular 2024, master circular on health insurance business, master circular on life insurance products

What is an IRDAI master circular?

An IRDAI master circular is a consolidated instruction document that brings together, in one place, everything the regulator expects on a given subject. It sits beneath a regulation: the regulation sets the principles and legal obligations, and the master circular spells out procedures, formats, timelines and standards. When a master circular is issued, the separate circulars it replaces are withdrawn, so insurers and distributors have one current reference instead of dozens of older notices.

IRDAI began issuing master circulars at scale in 2024, after it replaced 34 regulations with six consolidated, principle-based regulations and added two new ones. Each master circular states the regulation it is issued under and is reviewed every year unless an earlier change is needed.

The life products master circular lists which products may be launched under use and file and which need prior filing.

Master circulars are issued using powers in the regulations themselves, read with section 34 of the Insurance Act and section 14 of the IRDA Act, which let IRDAI give directions to insurers. The 2025 amendment Act added sections 114B and 114C to the Insurance Act, which allow the chairperson or whole-time members to issue subsidiary instructions to clear up ambiguity in a regulation or set procedures, after consulting a consultative committee. This gives a clearer legal basis for this layer of instructions.

What master circulars mean for distribution

  • They are where the operational rules live. A distribution manager rarely needs the text of a regulation. Turnaround times, customer information sheet formats, rules on combi products, free look refunds and claim documentation are in master circulars. Training content for agents and bank staff should be built from them.
  • One document, but it changes. Because master circulars are reviewed annually and amended through new circulars, a printed copy goes out of date. Compliance teams usually keep a version log and brief the field when a change touches sales or servicing.
  • They apply to distribution channels. Several master circulars, including the policyholder protection one, are addressed to "distribution channels" as well as insurers. Corporate agents, brokers and web aggregators should treat them as their own obligations, not only the insurer's.
  • Withdrawn circulars no longer apply. Older circulars that a master circular replaces cease to apply. Sales scripts and partner agreements that still quote them should be updated.
  • Watch for the next round. IRDAI's September 2026 consultation on distribution reform, if adopted, would lead to new regulations and new master circulars on commission and conduct. Distribution teams should expect a fresh set of operating instructions in 2027.
